Circular guiding the competence, order and procedures for recognizing hi-tech agricultural enterprises

On July 15th, 2011, the Ministry of Agriculture and Rural Development issued Circular No. 50/2011/TT-BNNPTNT guiding the implementation of Decision No. 69/2010/QD-TTg dated November 3rd, 2010 of the Prime Minister on the competence, order and procedures for recognizing hi-tech agricultural enterprises (“Decision No. 69/2010/QD-TTg”). Accordingly,

 

-          Competence: Science and Technology Department under the Ministry of Agriculture and Rural Development

            shall be empowered.

 

-          Order, procedures for issuance of certificates of hi-tech agricultural enterprises:

 

           +          Dossiers applying for the Certificate of a hi-tech agricultural enterprise shall be in accordance with

                       Decision 69/2010/QD-TTg and filed in person or via postal mail.

 

           +          Within 5 working days after the date of receipt of the valid dossiers, the Science and Technology

                       Division shall report to the Minister of Ministry of Agriculture and Rural Development for establishment

                       of an Appraisal Group of the dossiers for recognizing a hi-tech agricultural enterprise; Within 15

                       working days from the date of establishment, Appraisal Group shall carry out a meeting to appraise

                       the dossiers with the presence of at least two-third members by secret poll, and the result shall be

                       passed with at least two-third members who are present agree.

 

-          Order, procedures for re-issuance of the certificate of a hi-tech agricultural enterprise: 45 days prior to the

            expiration of the certificate of recognizing a hi-tech agricultural enterprise, the enterprise must re-file dossiers

            which are the same as those filed at the first time for re-issuance of the certificate.

 

This Circular shall come into force 45 days after its signing.
